Bad AC system

The AC system in the building for the lower level residence isn't working properly and the building said is a unit issue. However, many residents including me have the technician inspected and repaired. Some of the residents even spent 1000$ to exchange the coil, But it only worked for about a year and it is broken again. Also, the elevator breaks often as well.
